The case does come full of foam which is flush with the surface. Furthermore each pistol slot will have their corresponding plugs left in place for you to pull out trim down and put back in. The entire plug can likely be taken out and discarded for your full size pistols, but for smaller guns like compacts and subcompacts the plug can be used to customize how the gun sits in the foam. Hopefully that answers your question.
