The handle is offset to provide better balance and a comfortable grip. The CC6772TCFL features slide open/shut lockable latches with a bead-line seal fit between base and lid.

Legally yes as it is a lockable hard sided container. However from a durability standpoint we would not recommend risking it as the case is not durable enough to handle the rigors of rough handling.
